The father of a 2-year-old boy is facing murder charges for cutting his son's neck to near decapitation because the toddler was making too much noise, according to authorities.
Two-year-old Mateo Garcia Aguayo was found in a trash bag in his family's second-floor kitchen Wednesday afternoon after Rolando Ortiz, 37, killed him because he could not sleep, police officials said at a press conference Thursday.
