The Senate has passed a budget deal and spending measure to reopen the shuttered federal government.
Sen. Rand Paul pushed a set of votes into early Friday as a protest of the return of trillion-dollar deficits on the watch of Republicans controlling Washington.
The bill now heads to the House, where liberal Democrats and tea party conservatives both swung into opposition.
