Harvey officials' pay delayed by 'financial constraints,' comptroller says, but city insists it's just a glitch

Elected officials in Harvey learned Thursday they would not be getting paid this pay cycle due to the city's "financial constraints," according to an email obtained by the Daily Southtown. But a city spokesman said the delay was caused by a technical glitch involving a third-party vendor.
