Congress to miss midnight government shutdown deadline as Senate recesses

Both Republicans and Democrats grappled with internal party divisions as they tried to push through a massive budget deal Thursday night. However, Congress will miss a midnight shutdown deadline, as the Senate recesses until 12:01 a.m. Eastern on Friday.
